On March 1, Sanming Trade Union Federation announced the list of recipients of the State Council special allowance of 2016, and Pan Mingyun, a senior technician from Sanming Doublewheel Chemical Machinery Co., Ltd was on the list. Having been operating the boring machine for more than 30 years, Pan has been a committed learner, practitioner and researcher. He has reformed the processing techniques, conducted technical programming, used the Master Studio to train many other technicians and kept improving the processing techniques of the boring machine. So far, Sanming Doublewheel Chemical Machinery has had seven recipients of the State Council special allowance, making it a fertile land for highly-skilled talents.
The State Council special allowance is the only special allowance awarded in the name of the State Council to experts, scholars, technology specialists and technical personnel with outstanding contribution. It shows the great value the Party and the government attach to high-level talents. It’s an incentive to motivate them to play the exemplary role and contribute more to national prosperity. It’s also a measure to strengthen the capacity building of technical and skilled professionals and provide strong manpower support for economic and social development.
